How Will Health Care Reform Affect Medicare and Medicare Supplement Insurance?

Wednesday, March 23rd, 2011

Your Medicare, you and the impact of Health Care Reform.

There has been much chatter and concern about the new health care laws. You yourself may be wondering how the Affordable Care Act will affect you and your Medicare Benefits.

Basic Medicare benefits will not be eliminated under the new law. The new law will actually add to and improve some benefits. Starting in 2011 an annual wellness exam and health screenings for diabetes and cancer are covered by Medicare at with $0 cost or co-pay.

Medicare Part D coverage will be improved by changes under the new law. If you are on expensive brand prescriptions and find your self hurtling toward the coverage gap each year, you will get some relief. In 2010 beneficiaries who entered the Part D donut hole received a $250 rebate. In 2011 if you enter the gap you will pay 50% for your name brands. The law will close the gap completely by 2020.

The law includes measures to reduce the rate of the growth of Medicare spending from 6.8% annually to 5.5% over the next decade. This will result in an estimated savings of over $400,000,000,000 in that time period. What are some of these measures?

Health care providers like hospitals, nursing homes and others will receive reduced increases in payment. Some have agreed to the payments, expecting that their profits will actually increase because of newly covered beneficiaries.

The law will gradually lower the payments to Medicare Advantage Plans. Currently Medicare beneficiaries enrolled in Medicare Advantage plans cost Medicare $1,100+ than a person who is enrolled in original Medicare. All people on Medicare pay for this with higher monthly premiums. The law will decrease this over payment and slowly equalize spending.

If you are one of the 25% of all seniors enrolled in these plans, the decreases in funding may affect you in several ways. You may find that your plan increases premiums, eliminates extra benefits like eye glasses. You may even find that your plan stops offering Medicare coverage entirely. You can rest assured however. The MA plans can not eliminate any of the benefits that Medicare gives, only the extra benefits can be affected and if you loose your plan you will have the right to switch to another plan or back to original Medicare. The new law will not cause you to loose you basic Medicare benefits.

Increased revenue, mostly the result of taxes levied on folks with annual incomes higher than $200,000 combined with the slower spending increases will preserve the Medicare Trust fund for an additional nine years and lower the deficit by some 124 billion dollars over the coming ten years.

Florida Medigap Plans and Florida Retirees

Wednesday, March 16th, 2011

Key elements in Florida that influence Medicare Supplement Plans in terms of price and variety.

Medicare Supplement rates in Florida are higher than they are in many other states. The Supplement Plans can cost as much as 60% more in Florida than they do in other states.

Florida has been a mecca for retirees for many years. We come for the mild climate, a comparatively low cost of living, so many activities to spice up our retirement. All of this and more have been motivating folks to make the move south and enjoy the golden years.

There are a higher percentage of over 65ers in Florida than anywhere else in the country. Florida’s 3,339,000 plus seniors make up a whopping 17.7% of the population of the state and 3,300,000 plus have Medicare.

The large percentage of people over 65 and the increase in health care costs for that group makes Florida an expensive place for a Medicare Supplement Company to do business. Some companies just choose not to. Of course that reduces the options we have to choose from. It also drives up the cost of the available plans.

There are some fantastic consumer friendly provisions that the state of Florida requires if an insurance company wishes to market Medigap Insurance. These regulations drive the up the prices of the plans offered.

For example, Medicare Supplement Plans in Florida by law are all issued on an “issue age basis” This means that your rate is based upon your age at time of issue. Your rate will not increase based on your age as time goes on. That is not to say that your rate will never increase, just that the increases will be based on factors such as an increase in Medicare deductibles and co-insurance. This is great for the consumer. It allows you to predict your future costs more effectively. Rate increases will be smaller compared to age based increases with an attained age policy.

All insurance companies wishing to market Medicare Supplements in Florida are mandated by the state to have plans available to people who qualify for Medicare under the age of 65. These are beneficiaries who typically have been on SS disability for 24 months. This gives them the ability to secure protection against medical costs and increased quality of care. It also creates a higher risk, higher cost group of insured.

We have only touched on a few of the many reasons why Medicare Supplement rates are higher in Florida than in other states. Bottom line is rates are higher in Florida, so all you Florida Retirees, get on line, call your agent. Make sure that you have the best value and the right protection for you.

Choose the Highest Level of Coverage with Medicare Supplement Plan F

Sunday, March 13th, 2011

Plan F is one of the most popular Medicare Supplement Plans. Plan F offers the most comprehensive benefits of all the Standardized Medicare Supplement Plans.

Medicare dictates what benefits will be included in each of the 10 Medicare Supplement Plans. There are basic benefits that must be included in all of the plans. Plan F includes all of the basic benefits mandated by Medicare as well as all of the optional benefits. This is what makes Plan F the richest supplement plan available. Under Medicare Part A the big gaps for 2011 are your $1132 deductible and the daily co-insurances for hospital and skilled nursing. Plan F covers all of these. Even if you return to the hospital more than 60 days after your last visit and the deductible has to be met again. Under Part B there is an annual deductible of $162 and coinsurance of 20% of all covered services. Plan F will take care of those gaps as well.

One of the big benefits that Plan F includes is 100% coverage of Part B excess. Part B excess can occur when providers accept Medicare, but they don’t accept Medicare assignment. In other words they charge more than Medicare approved amounts. Since Medicare Pays 80% of “approved amounts” and most supplement plans pay 20% of “approved amounts” if you visit provider that doesn’t accept Medicare Assignment, you could find yourself with some liability. Plan F totally eliminates that possibility because it will pay for that excess. This is important from a dollars and cents point of view but it is also important from a treatment point of view. This one benefit assures that you can go to the provider of your choice with out worry about any medical bills.

Plan F also includes the Foreign Travel Benefit. If you are traveling outside of the United States and have a medical emergency, your Medicare will not cover you at all. The Plan F pays limited benefits for medically necessary emergency care when you are out of the country. You can also pick up a Travel Medical Policy for the specific dates of the trip.

If you would like to have the most complete benefits offered in a Medigap Policy, and virtually eliminate out of pocket expenses, then Plan F is the plan for you. Come see us at www.medicarequote4u.com to get more information and see if Plan F is the best choice for you.

Changes To Medicare Supplement Plans

Saturday, February 12th, 2011

Medicare pays for all but $1,024.00 of your hospital stay during each benefit period for reasonable and necessary care in the first 60 days of confinement. For the next 30 days, it pays all but $256.00 a day for covered services. Medicare pays expenses in excess of $512.00 a day during the 91st through 150th days. These are Lifetime Renewable Days and may be used only once. If you are hospitalized more than 150 days, Medicare pays nothing.

Companies may not refuse to issue a Medicare supplement to you or delay the issue of the policy based on your medical condition, health status, claims experience or receipt of health care. The company may impose a six-month pre-existing condition clause during the first six months of the policy. If you delay enrollment in Part B of Medicare and are covered by a plan provided by your or your spouses employer, you will have an open enrollment period starting with the month in which you no longer are covered by your employer insurance. Your open enrollment period will start when your Part B coverage becomes effective.

Charges for skilled nursing facility stays may be paid by Medicare if the facility is a Medicare-certified facility. To qualify for this benefit, you must have been hospitalized for at least three days and have been admitted to the nursing facility within 30 days of discharge from the hospital. The first 20 days are covered at 100 percent provided you are receiving skilled care. The next 80 days Medicare pays amounts more than $128.00 a day. Beyond the 100th day, Medicare pays nothing.

Under certain conditions, home health care is available for homebound beneficiaries. This coverage includes skilled nursing services, occupational therapy, and physical and speech therapy if provided by a Medicare-certified home health service and if determined to be medically necessary. If your physician establishes a care program that requires durable medical equipment, Medicare will pay 80 percent of the Medicare-approved cost of the equipment.

Plans F and J have options called high deductibles, which pay the same or offer the same benefits as Plans F and J after the insured has paid a calendar year ($1,900) deductible. Benefits from high deductible plans F and J will not begin until out-of-pocket expenses reach $1,900. Out-of-pocket expenses for this deductible are expenses that ordinarily would be paid by the policy.

These expenses include the Medicare deductibles for Parts A and B, but do not include, in Plan J, the plan’s separate prescription drug deductible or, in Plans F and J, the separate foreign travel emergency deductible.

Where To Look For Almost Everything You Might Want To Know About Medicare Supplemental Insurance

Friday, January 7th, 2011

When searching for Everything You Wanted to Know About Medicare Supplemental Insurance, it’s a good idea to first have a basic understanding of what Medicare is. It’s a federal program that offers health coverage to three main categories of people: anyone who’s 65 and over, disabled people who’re under 65, and people suffering from kidney failure and needing dialysis. Not all the costs are covered, however. And this is where the supplemental policies, also called Medigap policies, can help.

The four Parts of Medicare are A, B, C, and D. Part A covers hospital related expenses. Part B covers medical. Part C covers both A and B in the form of Advantage Plans, which include health maintenance organization and preferred provider organizations among others. Part D covers prescription drugs through private companies.

When you sign up for Medicare you can choose either the original program or to enroll in a Part C Advantage Plan. The original includes Part A and Part B, with the option to include Part D. People who choose this option can also buy a Medigap policy. The supplemental policies are unnecessary for, and therefore not available to, people enrolled in Part C Advantage Plans.

Private insurers in all 50 states are licensed to sell Medigap policies. In all, there are ten Medigap policies to choose from. Regardless who you buy a policy from, it must include specific benefits mandated by the government. However, the price of the policies will vary, depending on which policy you buy, and from whom you buy it. It’s important to do your homework and look for the best price.

Changes in the program took effect June 1, 2010. As a result, four of the previously available Medigap policies are no longer available, unless it was bought prior to June 1st. Those policies are Plans E, H, I, and J. The policies currently available are Plans A, B, C, D, F, G, K, L, M, and N. It’s important to note, to avoid confusion, that Medicare Parts A, B, C, and D are not the same as the Medigap Plans A, B, C, and D.

Standard Medigap benefits include coverage of Part A deductible, coinsurance hospital costs, hospice care coinsurance or copayment; Part B deductible, coinsurance or copayment, excess charges, and preventive care coinsurance; up to three pints of blood; skilled nursing facility coinsurance; and foreign travel emergency. Not all of the Medigap policies include all of the benefits, and sometimes the policies cover only a percentage of the benefits. The federal government has created a very useful chart that provides an easy-to-read visual summary of which plans cover which benefits. It can be found in a publication called 2010 Choosing a Medigap Policy: A Guide to Health Insurance for People with Medicare.

The federal government sets the rules for the program, and residents of every state can buy the policies. But the benefits available in Massachusetts, Wisconsin, and Minnesota are slightly different than the benefits in other states. Representatives in all of the 50 states’ Departments of Insurance and State Health Insurance Assistance Programs can provide details and guidance to callers.

In a short article, it’s not likely you’ll find Everything You Wanted to Know About Medicare Supplemental Insurance. But this gives you a first glance at many of the details, and points you in the direction where to find more information.
